    As I simply will not rest until there's a way to fill my endless Shulker box hoarding needs, I've been looking at different ways other people are having to make Shulkers a renewable mob. I came across this video which seems like an extremely simply way for players to be able to get Shulkers again. The method uses only command blocks (no plugins/mods) to spawn in additional Shulkers (looks to be customizable by adding/removing command blocks with the /summon command) whenever it detects a new End Dragon boss being summoned.

    Command block commands [from video description]
    -------------
    Block 1: Repeat | Unconditional | Always Active

    /scoreboard players tag @e[type=ender_dragon,tag=!found] add found

    Block 2, 3, 4, 5: Chain | Conditional | Always Active

    /summon Shulker 0 65 0 {Tags:["ToSpread"]}

    Block 6: Chain | Conditional | Always Active

    /spreadplayers 0 65 0 20 false @e[tag=ToSpread]

    Block 7: Chain | Conditional | Always Active

    /scoreboard players tag @e[tag=ToSpread] remove ToSpread

    I think it could also work as a FUNCTION. i think the server should look into functions.

    I have looked at some function methods as well (such as ShulkerMites) but they involve server maintenance/downtime to add into the server folders, as well as a restart. The convenience of the command block method is that they can just be placed in-game at any time and will work immediately, doesn't require waiting for restarts or anything.
