I have made a discovery that you can create a town before the sixth rank, otherwise known as the "official" rank. Not sure if this is a mistype or a genuine bug. Either way, I have ranked up to "official" so please don't disband my town. Just discovered this. Hopefully, this is just a mistype, and not a whole problem in the perms of the ranks. I believe this has been possible since the hacking on 23 April. I'd advise that you do not create a town if your rank is lower than Official, as I have known a case where someone's town glitched and fell.
